My guess (just from a quick look at /etc/logrotate.d/syslog) is that
this is due to the kill -HUP of the syslog process. Having syslog-ng
use the same pid file could work, but could have other consequences that
I'm not thinking of at the moment. Especially as I haven't looked at
syslog-ng in a long time :-)
