'make build' and CVS oddness

It looks like sometimes when I run a 'make build' it works. 
Sometimes it doesn't. 

Working:

make build

Not working: 

make build

(ie, prints the first more info message and returns)

So, looking at the two package/common/ areas: 

File: tobuild           Status: Up-to-date

   Working revision:    1.530
   Repository revision: 1.530   /cvs/extras/common/tobuild,v
   Sticky Tag:          (none)
   Sticky Date:         (none)
   Sticky Options:      (none)

File: tobuild           Status: Up-to-date

   Working revision:    1.530
   Repository revision: 1.530   /cvs/extras/common/tobuild,v
   Sticky Tag:          (none)
   Sticky Date:         (none)
   Sticky Options:      (none)

Both show up-to-date and the same version. However: 

tail -2 tobuild
kevin   rpms/xfce4-session/devel        xfce4-session-4_2_2-1_fc4       devel
kevin   rpms/dbh/devel  dbh-1_0_24-1_fc4        devel

tail -2 tobuild
kevin   rpms/dbh/devel  dbh-1_0_24-1_fc4        devel
kevin   rpms/gtk-xfce-engine/devel      gtk-xfce-engine-2_2_7-1_fc4     devel

Anyone have any ideas why this is occuring?
