New package : dejavu-fonts-1.9

The DejaVu fonts are derivatives of the well-known Bitstream Vera fonts.
The Bitstream license forbids making modifications to Vera and keep the
Vera name, so all the Vera forks changed it.

This one seems the most active/open. It's main purpose is to complete
the original Vera with new glyphs, and it's been actively merging
smaller forks for some time.

The spec is straightforward - it's basically the FC Vera spec with
minimal twists and little automation.

Review and sponsor needed.
