Excuse me, but yes there are .tar.gz files.
They are in the src.rpm from:
   http://sps.nus.edu.sg/~didierbe/fedora/extras/3/en/i386/SRPMS.e17/
which you can install with rpm -U *.src.rpm and then see in 
rpmbuild/SOURCES/

They were presumably generated with "make dist".
