Duplicates of review bugzilla tickets



Since last month sometimes some strange duplicates of review bugzilla tickets appeared. Instead of the single "[Bug 100000] New: ReviewRequest: foobar", also "[Bug 100001] New: ReviewRequest: foobar" appears. Then the duplicate ticket was closed.

Does it mean that "submitting for review" page is not browser-independent?
