I mostly agree.  All sane upstream packages come with autotool-generated files 
already built.

And even if a packager can make a case of needing to rerun the 
autotools while building the package, I'd like to at least have the
"BuildRequires: autoconf, automake"
line stand as a warning that something strange is going on...
