owners.list not updating Bugzilla components for Fedora Extras

It appears that Bugzilla components added to owners.list at least as
far back as August 31 aren't being added bugzilla.  I've filed a
bugzilla entry under "Fedora Infrastructure" on this:

 http://bugzilla.redhat.com/167786

Reposting here, so it gets wider attention (since those bugs aren't
automatically posted here like package reviews are).  

For example "nedit" and "cproto" were added in this diff:

http://cvs.fedora.redhat.com/viewcvs/owners/owners.list?root=extras&r1=1.154&r2=1.155

But these don't appear in the list of components here:

https://bugzilla.redhat.com/bugzilla/describecomponents.cgi?product=Fedora+Extras

Nor in the drop-down lists when entering a Fedora Extras bug.  Don't
know how far back this problem goes.  First noticed it with "maxima".
