Build dependency exceptions

Hi Spot,

nice to see you're active on Extras again.

Whilst you're here, have you any view on the subject of allowing 
buildreqs listed in the "Exceptions" section of the packaging guidelines 
being "optional" rather than "must not"?

I'm not the only one who'd like to see the guidelines tweaked.
