You could have a look at
http://fedoraproject.org/wiki/DistTag
To test (for example to have %dist set to el3)
rpmbuild -ba --define "dist el3" initng.spec
Or use mock. In that case you may have to set in mock cfg file
config_opts['buildgroup'] = 'build build-base build-minimal'
