Oops, bug number + blocker on FE-ExcludeArch-ppc missing.

Additionally, the FC-5 branch is now newer than FC-6 (5%{?dist} in former, 
4%{?dist} in latter).  See 
http://fedoraproject.org/wiki/Packaging/NamingGuidelines#DistBump how to do 
bumps like this without causing upgrade path issues.
