The problem is that your not deleting the original desktop file.  Use this:

desktop-file-install --vendor fedora --delete-original	\
  --dir $RPM_BUILD_ROOT%{_datadir}/applications   	\
  --add-category X-Fedora			        \
  $RPM_BUILD_ROOT%{_datadir}/applications/%{name}.desktop

Also, the spec file MUST handle locales properly. This is done by using the
%find_lang macro. Using %{_datadir}/locale/* is strictly forbidden.
