FC4: %fedora_useradd undefined from rpm install

On a newly installed up-to-date FC4 x86_64 machine:

# rpm -i moomps-5.4-2.noarch.rpm
%fedora_useradd

with, in the spec file:
%pre
echo %fedora_useradd

Same result if fedora-usermgmt package is installed
