webserver, apache user and cgi

Hello,
The buildsys breakage also showed an issue with dap-server. Indeed in a
dap-server subpackage, dap-server-cgi, a cgi interface for the dap server
is provided. It heavily depends on apache, because it installs a
config file in %{_sysconfdir}/httpd/conf.d. The base package also
depends on apache because it owns a cache dir, and the cache dir should
be owned by the user running the webserver. Maybe the right thing
to do would be to Requires httpd for dap-server-cgi. But for the
main package what is needed is the uid of the user running the
webserver, and a webserver that implements cgi, apache isn't required.
What to do in that case? It seems the requiring webserver doesn't do the
trick if, for example, boa, which provides webserver uses another uid.
Any thought?
