Provides for Obsoletes

I have a package crossfire-maps-1.9.0 that also Provides:
crossfire-maps-devel.  The contents of the -devel package are map
templates and one or two .c files that show how to randomly generate maps.

Upstream recently released 1.9.1, and in this new version the contents
of the -devel subpackage are now required at runtime.  I merged the
- -devel and base packages together, and added "Obsoletes:
crossfire-maps-devel".  Now rpmlint complains:

E: crossfire-maps obsolete-not-provided crossfire-maps-devel

...which I think is bogus because nothing should depend on the -devel
subpackage.

Is there any reason why I need to add the Provides: for the obsoleted
- -devel subpackage?
