Apparently ht2html was out of alphabetical order; it was sorted back
in the "right" place further down in the commit:

I use a script to automatically add new packages to owners.list; a
side effect is that the entire list is resorted.  Normally this
doesn't vary the order, but it has corrected a couple sorting errors
recently...
