Unfortunately it's not empty:

Requires:       %{ruby_sitelib}

or, more precisely, it's only showing up as empty because ruby isn't
there.

This is directly from the Ruby specfile template, so something has to
give.  Perl can get away with this because it's in base; I have no
idea how Python manages.
