Or: make new-sources FILES="file1 file2 file3"

The difference to make upload..." is explained in the Wiki already.

As long as they are small text-file (not binaries), they should go
into CVS.

Not always, but in the majority of cases. The exception are
huge patches which are compressed .gz/.bz2, for instance.
