But if the administrator may want to change the perms to somebody else than root
there is no reason why this should be impossible.

If I'm not wrong, in fedora it is /var/log/secure, and there is nothing in it.
pam is pam-0.99.3.0. I have run 
strace fcrontab /etc/crontab 
shows something strange, namely that the file /etc/pam.d/other is read. I had a
look at the pam bugs in fedora bugzilla, but haven't found anything relevant.
