Bunch of perl-* packages and uqm* orphaned

I've marked a bunch of perl-* packages that I no longer use as well as
uqm* [1] as orphaned/potentially orphaned.  If someone's interested,
don't let the "potentially orphaned" status prevent you from just going
ahead and grabbing it.  A few more packages will probably follow soon.
