Static library in librsync-devel

Hello folks,

does anybody of you require the static library shipped in librsync-devel
package? If nobody requires /usr/lib/librsync.a, I would remove the file
from the package as per Packaging Guidelines section "Exclusion of Static
Libraries"; https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=213780
