Enhanced AWOL policy

Hi,

there were small changes for the AWOL policy proposed. Look at

for the details. Are those changes okay for everybody? If not: please
comment on the list.

While at it: Are other enhancements needed?

FESCo will probably discuss and vote on the proposed changes in the next
