It has not been a frequently asked question. Actually, it is the first
time it has come up.

The  needs.rebuild  file is to be treated like many other files in
CVS, e.g. an obsolete  foo.patch  file you want to remove from your
package. "man cvs" and "cvs --help remove" offers more details.
