In every other case we've seen this the packager had made small cut
and paste mistakes. Just re-read attentively your spec file and make
sure you follow strictly the template pass the right names in the
%package, %description and %_font_pkg lines

Fontconfig will only process the names you give it. It's software, not
a human so it won't fill in the blanks by itself.
You do need to write fontconfig rules for every single font family
name your font files declare (note: font *family* names, not
style/face names)
