ticket problem, and bugzilla problem

I feel really dumb, but I read that page and can't find *where* to
submit the ticket.  All I see is:
https://hosted.fedoraproject.org/projects/fedora-infrastructure/
which offers me do download something, and a link to the account
system...

How do I enter a ticket ?
