apt preparation for RH7.x

This is Panu Matilainen's latest work-in-progress apt for Fedora Core 1. 
  Please assist us by submiting unidiffs for changing the specfile and 
SOURCES/* so that this builds and works properly on RH7.x.  After we 
have a working package, your assistance in testing functionality will be 
needed.  Among the changes necessary:

* The BuildRequires for FC1 are very different than RH7.x.  Most of the
components exist in RH7.x with different names.  Please figure out the 
minimum BuildRequires set necessary for RH7.x
* http://fedora.laiskiainen.org/fedora-mirrors.list
Panu's apt for FC1 downloads the latest mirrors list from a static URL, 
then makes the administrator choose mirrors the first time you use 
apt-get.  Please help in finding mirrors that carry the complete Legacy 
RH7.x repository and rebuild this list file for Legacy.
* Please verify that the GPG signature verification lua works with 
rpm-4.0.4.
* Please verify that this apt works within chroots with and without 
/proc mounted.

report.  Bugzilla keyword LEGACY was added for this and all future 
Legacy specific packages.
