I fail to see a common format across most mirrors. Half have a /pub, half
just start with /redhat, some have /pub/mirrors/redhat, some have
/linux/redhat/linux, etc.. The way I was structuring my system, is so
that mirror folks can chose their own top dir to rsync against, and append
their own dirs leading up to that top dir. After that top dir of their
choice, then everything should be the same.

That breaks metadata structure. Why would you have a seperate update conf
line for the SRPMS? SRPMS and RPMS for the given section should exist
within the same tree, hence the SRPM link back. That way, one could run
say yum-arch (replace this with the new metadata tool) at
/redhat/7.3/i386/updates/ and it will gather all the rpms in RPMS/ as well
as the srpms in SRPMS/. This makes each
"base|updates|updates-testing|legacy-addons" a complete unit for a update
tool config line.
