yum not updating kernel on rh7.3?

Does your yum.conf file have a line like this in it?

exclude=kernel*

If so, take it out and it will upgrade the kernel

I'm a little confused. I followed the instructions to make use of yum on
my 
rh7.3 server as published at: http://fedoralegacy.org/docs/yum-rh7x.php
and 
it has updated some packages correctly (ie; elm, ethereal), but does not

grab the recent kernel update. I've tried various mirrors, but that
doesn't 
seem to help.  I'm currently running kernel-2.4.20-28.7. I'm sure it's 
something simple I'm missing.
