netpbm changes

I added a spec file to
https://bugzilla.fedora.us/show_bug.cgi?id=1257
which is using patches attached to that report.  Packages recompiled
with that look fine to me but somebody with RH8 installation
needs to have a look if things do not need to be modified there.
On 7.x installations this works fine for me but have a look.

This report references RPMS posted on 2004-02-25 by John Dalbec
but, unfortunately, these are broken (the assume 'mktemp'
utility with more capabilities than what is available by default).
