Nope -- the needed mktemp first appeared in FC. Red Hat Linux 9's version is
too old to have the option which the last RHL9 netpbm update uses. See:

Shouldn't ever have gotten past QA; should have been fixed pretty fast when
the mistake was realized. Or at the very least, when an outsider pointed it
out and filed a bug report.
