When Openssl for RHL7.3 will be moved to updates directory?

Hello,

OpenSSL package for RHL7.3 have been in updates-testing directory in a
month. Although I don't know the fedora legacy's police around
updates-testing and updates, when the packages will be moved to updates?

It means the packages aren't be tested or doesn't satisfy QA?
