I used
rpm -Uvvh *.rpm >LOG 2>&1
on the following files from the FL file stores.
rpm-4.1.1-1.8x.i386.rpm
rpm-devel-4.1.1-1.8x.i386.rpm
popt-1.7.1-1.8x.i386.rpm
rpm-build-4.1.1-1.8x.i386.rpm
rpm-python-4.1.1-1.8x.i386.rpm
