I guess we could produce updates in a no-commitment, no-QA basis: if 
the src.rpm we produced for i386 recompiles for x64_86, we could 
publish it, but not require any publish or verify votes for it.

It's already too difficult to get sufficient PUBLISH or VERIFY votes, 
so we must not add more requirements for publication.
