In December Pekka found some differences in the patches used by the
various vendors and packagers:

Is a definite conclusion going to be reached? I will commit the time to
test libxml/libxml2 with RHL 7.3 and 9 toward a +PUBLISH if the consensus
is they have stopped moving... just thought I'd ask first if they are
likely to change again.
