'mount' reports what it sees in /etc/mtab and this file was not

is failing and got remounted ro. 'cat /proc/mounts' will show what
kernel thinks about that. These two pictures are usually close but
not the same.
BTW - if /etc/mtab is writable you can manipulate it content, hence
also what 'mount' reports, using -f option to 'mount'. This is
often done in a startup.
