building rpms for fedora

Hi all, I hope someone can help me I want to make a apt-repository for
fedora hebrew.

I am building an RPM and want to know what I need to do to make it work
with fedora especially embedding GPG signatures(what signiture and
how?). 
I am also confused about naming my rpm.
my tar is called this:
hebrc-0.13.tar.gz

should my rpm be hebrc-0.13.fdr.rpm??? Or  hebrc-0.13.fdr.1.rpm???

must I use the spec file template or can I use the spec that came with
the src rpm???
