For future people suffering the same horror who come upon this via a search 
engine, the answer was that the Via C3 processor I was using is NOT 
686-class, glilbc....686 and the 686 kernel were fatal to it.  Dropping back 
to a 386 glibc and a 586 kernel gives proper results.
