Fedora breaks dhcpd, RH9 doesn't?

DHCPd most certainly is not built into the kernel.
It is a daemon that is started/stopped. Just like any
other.
With that in mind, is it running? When you do a ps
-aef, does it show as running?
I will bet that you don't have it set to run on
startup.
