No recognition of isos with floppy install or boot.iso

I'm seeing a problem with both boot.img and boot.iso in that neither
is capable of recognizing the *.iso's as legitimate install media.

*.iso's are on a dos partition at C:\fedora/*.iso but when given this
address: /dev/hda /fedora  or just fedora with no slash the installer
reports:

/tmp/hdimage//fedora... no such file or directory
