Yes.  Any user on your system has access to mail.  Conversely, anyone
that will receive mail on your system must be a user.  The IMAP system
authenticates using the same mechanism that logins use, so the usernames
and passwords are the same.  Squirrelmail depends on IMAP to
authenticate the user, so it uses the same username and password as the
rest of the system.
