FWIW, this has been filed in bugzilla: 
<https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=105670>.  Per 
Jeremy Katz and Michael Fulbright in the anaconda group, adding the 
ability to select/deselect packages during upgrade is being shelved 
until they figure out a way to do it.
