hi
if you are using the default fedora ftp daemon which is vsftpd it allows
anonymous logins and all local users on the box are allowed ftp access
by default.
There are some exeptions and these are found in /etc/vsftpd.user_list.
This list contains all the users that are denied access. All admin users
like root etc are denied.
All other users wich is not in this list are allowed.
Run this command for more info:
# man vsftpd.conf
