Fedora's Bugzilla is the same place as the rest of Red Hat's at 
<http://bugzilla.redhat.com>  Simply logon and choose "Fedora Core" as 
the product.

As to your second question, there are Red Hat developers assigned to 
Fedora.  I'm sure one of them will be able to tell you exactly how many 
are assigned.  HTH,
