How starts a project

Hi all,

I from Brazil, so, sorry my bad english

I initialize my use in linux with fedora core, and i want so mutch
starts a official project here in Brazil, to help the brazilian
community and encourage more people to use linux.

somebody can help-me showing on way to make this having help from fedora
team ?
