Where is CIPE?

Newbie here - blundering into Linux from a Win background, so apologies in
advance for dim questions....
 
I am trying to set up a VPN net connection, and it tells me I must install
CIPE... but not how. I have looked at the Add/Remove Applications list and
cannot find it... how do I install it please?
