Look at http://fedora.redhat.com/download/mirrors.html   for the rsync 
servers. Looks like the closest one to you would be

rsync://mirrors.kernel.org/fedora/core/

I've been using   rsync://rsync.gtlib.cc.gatech.edu/fedora-linux-core   
and it works well.
