How do you know its listining?

nmap localhost
netstat -tlp

The flag that controls it is the following in /etc/X11/gdm/gdm.conf
DisallowTCP=true

Is this file modified?
rpm -v gdm

You can restore the defaults by:
cp /etc/X11/gdm/factory-gdm.conf /etc/X11/gdm/gdm.conf
