Kernel 2.6.9 Doesn't release Buffer and Cached Memory?

It's perfectly normal :) Buffers and caches uses up whatever RAM you 
aren't using. You should look at the 2nd line to see how much memory 
you're actually using, not counting buffers and cache.

It's been working this way for a long time :)
