I would think a dual Xeon system could support 25 users very easily. 
Have you analyzed what is consuming the resources on your system?  Run
top and look at the load averages.  

If you are running spamassassin I have seen that bog down an email
server.  Implement greylisting.  That will block 90% or better of the
spam and reduce the load spamassassin puts on your system.
