Inertia plays a bit role both among the customers bas the mirror admins... 
We've had linux resources or varying varieties mirrored at the University 
of Oregon for around 11 years now...
 
We also provide access through http and anonymous rsync. people don't use 
those as much. the addition of yum/apt to fedora has changed that a bit...
