mkdir /my/path/to/repo/RPMS.myrepo
ln -s *.rpm /my/path/to/repo/RPMS.myrepo/
genbasedir /my/path/to/repo

Use

rpm file:/my/path/to repo myrepo

It even works w/o genbasedir, if you use rpm-dir.
